2021 has witnessed the pinnacle of more than a decade’s work on cyber norms. With UNGGE and OEWG, the US signing onto the Paris Call, and the multi-nation statements against China’s hack on Microsoft Exchange, it can no longer be said there aren’t any agreed-to norms in cyberspace. The panel will explore what states, non-states, and international organizations must do to capitalize on these norms to actually limit the excesses of cyber conflict.
